Our deepening ties with France



As Middle Eastern conflicts continue to pose challenges to the global order, it is critical to remember the alliances working to restore stability. Our notable relationships with European countries are integral to these alliances fighting the forces of extremism. The bilateral alliance with France, which extends beyond military cooperation to include cultural dialogue and trade, occupies a special position for the country. This relationship is based on shared values and mutual respect imbued with a common vision for the future.

In Abu Dhabi, the fruits of this alliance are visible at Paris-Sorbonne University Abu Dhabi, which was established in 2006 with a mandate to be an education bridge between civilisations that would foster dialogue and exchange of knowledge. The French-Emirati cultural alliance is also clear in the creation of the Louvre Abu Dhabi.

As former French president Jacques Chirac said of the museum: “By choosing the Louvre, the emirate of Abu Dhabi not only sealed a partnership with the world’s most visited and well-known museum, but selected one which, from its very inception, had a vocation to reach out to the world, to the essence of mankind, through the contemplation of works of art.”

These cultural partnerships are now being extended to combat regional challenges such as the destruction of priceless world heritage in countries such as Syria and Iraq. President Francois Hollande visited Abu Dhabi this weekend to solidify this direction of travel in the UAE-France relationship. After attending National Day celebrations in Abu Dhabi, the French president took part in the Safeguarding Cultural Heritage Conference. The event culminated with the Abu Dhabi Declaration in which France and the UAE will work to preserve world heritage in cooperation with Unesco. The $100 million (Dh36.7m) initiative will be part of the front line in safeguarding culture affected by conflict around the world.

Speaking with Aletihad newspaper, the Arabic-language sister paper of The National, Mr Hollande said of the declaration that: “This work is part of the battle led by France and the UAE against obscurantism, for openness and culture. It is also the reason for the creation of the Louvre Abu Dhabi. This great French-Emirati project that will yield the opening next year of the world’s first international museum in the Arab world.”

France remains one of our most important allies and the alliance between Paris and Abu Dhabi is proving to be a critical counterweight to the forces of chaos that are sweeping the region and the world. Through cultural and education relationship, we embody the constructive dialogue between civilisations through our continued and deep friendship with France.

How Filipinos in the UAE invest

A recent survey of 10,000 Filipino expatriates in the UAE found that 82 per cent have plans to invest, primarily in property. This is significantly higher than the 2014 poll showing only two out of 10 Filipinos planned to invest.

Fifty-five percent said they plan to invest in property, according to the poll conducted by the New Perspective Media Group, organiser of the Philippine Property and Investment Exhibition. Acquiring a franchised business or starting up a small business was preferred by 25 per cent and 15 per cent said they will invest in mutual funds. The rest said they are keen to invest in insurance (3 per cent) and gold (2 per cent).

Of the 5,500 respondents who preferred property as their primary investment, 54 per cent said they plan to make the purchase within the next year. Manila was the top location, preferred by 53 per cent.

Mercer, the investment consulting arm of US services company Marsh & McLennan, expects its wealth division to at least double its assets under management (AUM) in the Middle East as wealth in the region continues to grow despite economic headwinds, a company official said.

Mercer Wealth, which globally has $160 billion in AUM, plans to boost its AUM in the region to $2-$3bn in the next 2-3 years from the present $1bn, said Yasir AbuShaban, a Dubai-based principal with Mercer Wealth.

Within the next two to three years, we are looking at reaching $2 to $3 billion as a conservative estimate and we do see an opportunity to do so,” said Mr AbuShaban.

Mercer does not directly make investments, but allocates clients’ money they have discretion to, to professional asset managers. They also provide advice to clients.

“We have buying power. We can negotiate on their (client’s) behalf with asset managers to provide them lower fees than they otherwise would have to get on their own,” he added.

Mercer Wealth’s clients include sovereign wealth funds, family offices, and insurance companies among others.

From its office in Dubai, Mercer also looks after Africa, India and Turkey, where they also see opportunity for growth.

Wealth creation in Middle East and Africa (MEA) grew 8.5 per cent to $8.1 trillion last year from $7.5tn in 2015, higher than last year’s global average of 6 per cent and the second-highest growth in a region after Asia-Pacific which grew 9.9 per cent, according to consultancy Boston Consulting Group (BCG). In the region, where wealth grew just 1.9 per cent in 2015 compared with 2014, a pickup in oil prices has helped in wealth generation.

BCG is forecasting MEA wealth will rise to $12tn by 2021, growing at an annual average of 8 per cent.

Drivers of wealth generation in the region will be split evenly between new wealth creation and growth of performance of existing assets, according to BCG.

Another general trend in the region is clients’ looking for a comprehensive approach to investing, according to Mr AbuShaban.

“Institutional investors or some of the families are seeing a slowdown in the available capital they have to invest and in that sense they are looking at optimizing the way they manage their portfolios and making sure they are not investing haphazardly and different parts of their investment are working together,” said Mr AbuShaban.

Some clients also have a higher appetite for risk, given the low interest-rate environment that does not provide enough yield for some institutional investors. These clients are keen to invest in illiquid assets, such as private equity and infrastructure.

“What we have seen is a desire for higher returns in what has been a low-return environment specifically in various fixed income or bonds,” he said.

“In this environment, we have seen a de facto increase in the risk that clients are taking in things like illiquid investments, private equity investments, infrastructure and private debt, those kind of investments were higher illiquidity results in incrementally higher returns.”
