US President Donald Trump has withdrawn the nomination of Joel Rayburn for assistant secretary of state for Near Eastern affairs, the leading Middle East position at the State Department.
According to a notice in Congress's filing system, Mr Trump sent the message of withdrawal on Monday.
Mr Rayburn declined to comment, as did the State Department. The White House confirmed the nomination had been withdrawn.
Mr Trump nominated Mr Rayburn in February for the role and the Senate foreign relations committee held his confirmation hearing in May.
But Republican Senator Rand Paul and committee Democrats had concerns about Mr Trump's choice, and the panel held an unusual vote last week in favour only of advancing the nomination, not recommending Mr Rayburn to the full Senate.
The Bureau of Near Eastern Affairs has not had a Senate-confirmed assistant secretary since January, when Barbara Leaf left.
Mr Rayburn is a military veteran and a diplomat with years of experience in the region. He held several roles during Mr Trump’s first term, including from 2018 to 2021, when he was US special envoy for Syria.
In this role, he helped to steer US policy with regard to the regime of former president Bashar Al Assad, who was removed late last year.
Senators had questioned whether Mr Rayburn had been involved in misleading US officials about the number of US troops in Syria during Mr Trump's first term. Mr Rayburn said at the hearing that he had no role in any deception.
He was also senior director for Iran, Iraq, Syria and Lebanon at the National Security Council at the start of Mr Trump’s first term.

Anita Williams
Dubai-based singer Anita Williams will open the night with a set of covers and swing, jazz and blues standards that made her an in-demand singer across the emirate. The Irish singer has been performing in Dubai since 2008 at venues such as MusicHall and Voda Bar. Her Jazz Garden appearance is career highlight as she will use the event to perform the original song Big Blue Eyes, the single from her debut solo album, due for release soon.

Why it pays to compare
A comparison of sending Dh20,000 from the UAE using two different routes at the same time - the first direct from a UAE bank to a bank in Germany, and the second from the same UAE bank via an online platform to Germany - found key differences in cost and speed. The transfers were both initiated on January 30.
Route 1: bank transfer
The UAE bank charged Dh152.25 for the Dh20,000 transfer. On top of that, their exchange rate margin added a difference of around Dh415, compared with the mid-market rate.
Total cost: Dh567.25 - around 2.9 per cent of the total amount
Total received: €4,670.30
Route 2: online platform
The UAE bank’s charge for sending Dh20,000 to a UK dirham-denominated account was Dh2.10. The exchange rate margin cost was Dh60, plus a Dh12 fee.
Total cost: Dh74.10, around 0.4 per cent of the transaction
Total received: €4,756
The UAE bank transfer was far quicker – around two to three working days, while the online platform took around four to five days, but was considerably cheaper. In the online platform transfer, the funds were also exposed to currency risk during the period it took for them to arrive.
Labour dispute
The insured employee may still file an ILOE claim even if a labour dispute is ongoing post termination, but the insurer may suspend or reject payment, until the courts resolve the dispute, especially if the reason for termination is contested. The outcome of the labour court proceedings can directly affect eligibility.
