With a heavy tone of regret for the hardships ahead, Boris Johnson sent England in to a second Covid-19 lockdown on Thursday as the pandemic death rate continued to rachet higher to levels last seen in May.
The UK prime minister survived a rebellion of Conservative MPs against the new rules that require people to stay at home and shuts all non-essential shops and leisure outlets.
The country reported 492 deaths from the virus on Wednesday, and new daily infections 25,177, the second highest figure on record after a peak in May.
Mr Johnson said the country's health service would be in “extraordinary trouble” without urgent action to curb the virus, with sick patients turned away and doctors forced to make “impossible choices” on who would receive oxygen.
However there was considerable disquiet in the ruling Conservative Party. Theresa May, the former prime minister, questioned the data used to justify the lockdown, particularly the worst-case projection of 4,000 deaths a day without intervention.
“For many people, it looks as if the figures are chosen to support the policy rather than the policy being based on the figures,” she said. told MPs.
A total of 38 MPs voted against the lockdown but the motion was carried with backing from the opposition.
The new regulations take effect Thursday, enforcing the closing of pubs, gyms and non-essential shops and restricting household mixing is due to remain in force until December 2.
Italy registered 30,550 new coronavirus infections over the past 24 hours. Rome is imposing a new curfew at 10pm from Thursday. Poland also reported extremely high numbers with more than 25,000 infections registered on Wednesday. Austria hit a new record of 6,211 infections.
There was some relief for Germany as its infection rate slipped to 7,533 coronavirus cases, down from 17,538 a day earlier.
Officials in Denmark said a new strain of Covid-19 had emerged after an outbreak in the country’s mink population led to a mutation of the virus. The development might hamper efforts to develop a vaccine.
Prime Minister Mette Frederiksen said “there is a risk that the effect of a future vaccine will be weakened or, in a worst case scenario, be undermined."

Classification of skills
A worker is categorised as skilled by the MOHRE based on nine levels given in the International Standard Classification of Occupations (ISCO) issued by the International Labour Organisation.
A skilled worker would be someone at a professional level (levels 1 – 5) which includes managers, professionals, technicians and associate professionals, clerical support workers, and service and sales workers.

Visa changes give families fresh hope
Foreign workers can sponsor family members based solely on their income
Male residents employed in the UAE can sponsor immediate family members, such as wife and children, subject to conditions that include a minimum salary of Dh 4,000 or Dh 3,000 plus accommodation.
Attested original marriage certificate, birth certificate of the child, ejari or rental contract, labour contract, salary certificate must be submitted to the government authorised typing centre to complete the sponsorship process
In Abu Dhabi, a woman can sponsor her husband and children if she holds a residence permit stating she is an engineer, teacher, doctor, nurse or any profession related to the medical sector and her monthly salary is at least Dh 10,000 or Dh 8,000 plus accommodation.
In Dubai, if a woman is not employed in the above categories she can get approval to sponsor her family if her monthly salary is more than Dh 10,000 and with a special permission from the Department of Naturalization and Residency Dubai.
To sponsor parents, a worker should earn Dh20,000 or Dh19,000 a month, plus a two-bedroom accommodation

• Business Bay’s Pallapay claims 40,000-plus active merchants who can invoice customers and receive payment by card. Fees range from 1.99 per cent plus Dh1 per transaction depending on payment method and location, such as online or via UAE mobile.
• Tap started in May 2013 in Kuwait, allowing Middle East businesses to bill, accept, receive and make payments online “easier, faster and smoother” via goSell and goCollect. It supports more than 10,000 merchants. Monthly fees range from US$65-100, plus card charges of 2.75-3.75 per cent and Dh1.2 per sale.
• 2checkout’s “all-in-one payment gateway and merchant account” accepts payments in 200-plus markets for 2.4-3.9 per cent, plus a Dh1.2-Dh1.8 currency conversion charge. The US provider processes online shop and mobile transactions and has 17,000-plus active digital commerce users.
• PayPal is probably the best-known online goods payment method - usually used for eBay purchases - but can be used to receive funds, providing everyone’s signed up. Costs from 2.9 per cent plus Dh1.2 per transaction.
