TUNIS // Tunisia’s parliament yesterday adopted a “transitional justice” law designed to compensate victims of the former regimes of Zine El Abidine Ben Ali and Habib Bourguiba, official media said.
The law was rushed through parliament after repeated delays as the ruling Ennahda party and the opposition accused each other of trying to exploit the issue for political gain.
It stipulates the creation of an independent “truth and dignity body” tasked with identifying and compensating victims of abuse under the regimes of Mr Ben Ali, who was ousted in the 2011 uprising, and founding president, Mr Bourguiba.
It also proposes to identify and bring to trial those responsible.
The bill covers “any blatant or methodical aggression perpetrated in the violation of human rights by agencies of the state, or by groups or individuals acting in its name or under its protection”.
Crimes covered include voluntary homicide, rape, extrajudicial killings and torture, as well as economic crimes such as misappropriating public funds and financial corruption.
The transitional justice system should also lead to a reform of the laws and institutions that allowed such violations, and strengthen the rule of law.

Sinopharm vaccine explained
The Sinopharm vaccine was created using techniques that have been around for decades.
“This is an inactivated vaccine. Simply what it means is that the virus is taken, cultured and inactivated," said Dr Nawal Al Kaabi, chair of the UAE's National Covid-19 Clinical Management Committee.
"What is left is a skeleton of the virus so it looks like a virus, but it is not live."
This is then injected into the body.
"The body will recognise it and form antibodies but because it is inactive, we will need more than one dose. The body will not develop immunity with one dose," she said.
"You have to be exposed more than one time to what we call the antigen."
The vaccine should offer protection for at least months, but no one knows how long beyond that.
Dr Al Kaabi said early vaccine volunteers in China were given shots last spring and still have antibodies today.
“Since it is inactivated, it will not last forever," she said.
